PLAN Health Advocacy and Development Foundation is a registered non-profit organization with the Corporate Affairs Commission working on the prevention and impact mitigation of public health-related diseases and disabilities in Nigeria. Our main focus is to support and empower women, youth, men and people living with disabilities on healthcare, Gender Based Violence, Community Development and Sustainable livelihood through Research, Advocacy, Capacity building and Service delivery. We are a force to reckon on community mobilization based on case finding, linkage and retention while working with both internal and external stakeholders to increase access to health services in line with actualizing our vision of a world where every woman, man and child everywhere is enabled to take control of their lives and purse happiness which is their basic and inalienable right.

MiracleFeet is an international non-profit organization that provides clubfoot treatment to children around the world. Its club foot project is a global initiative dedicated to providing accessible and effective treatment for children with clubfoot, a common congenital deformity that can significantly impact mobility and quality of life if left untreated. Through partnerships with local healthcare providers, community organizations, and medical suppliers, we strive to reach underserved communities worldwide and ensure that every child with clubfoot receives the care they need to thrive.

PLAN Health Advocacy and Development Foundation (PLAN Foundation) is one of the partners being supported by MiracleFeet to provide early diagnosis, referral, treatment and care for children with club foot in Nigeria. PLAN Health Advocacy and Development Foundation (PLAN Foundation) is conducting a tender process within Nigeria and invites your submission of proposals for the supply of the following office equipment’s: Two (2) units of brand-new laptops, six (6) units of Android tablets and Solar/Inverter System Upgrade.

Performance: Laptop should be equipped with the latest processors and sufficient RAM to handle multitasking and demanding applications.

Reliability: We prioritize laptops known for their durability, reliability, and long-lasting performance.

Battery Life: Preference will be given to laptops with extended battery life to support mobile and remote work scenarios.

Security Features: Laptops should include advanced security features such as biometric authentication, encryption, and secure boot options.

Support and Warranty: Suppliers offering comprehensive support services and warranties will be favoured.

Performance: Tablets must come with the latest Android OS, powerful processors (minimum Octa-core), and at least 4GB RAM/64GB storage to ensure smooth multitasking and application performance.

  • Display & Build Quality: High-resolution display (minimum Full HD) with strong build quality for durability in various environments.
  • Battery Life: Long battery life (minimum 8 hours of active use) to support mobile use without frequent recharging.
  • Connectivity: Tablets should support 4G LTE, Wi-Fi, Bluetooth, and GPS functionalities.
  • Security Features: Must include biometric authentication (fingerprint or face unlock), device encryption, and Google Play Protect certification.

Accessories & Support: Preferred vendors should provide accessories (e.g., screen protectors, cases, chargers) and offer manufacturer warranty and after-sales support.

Solar/Inverter System Upgrade

PLAN Foundation intends to enhance the solar power storage capacity at PLAN Foundation by upgrading the solar power in use at present from 1 KVA to 3.5 KVA, or higher in order to reduce the operational costs of PLAN Foundation. This will also help to reduce dependence on power from the national grid while eliminating the use of gasoline powered electricity generator with its attendant environmental pollution and high overhead and maintenance costs.

Assessment & Upgrade Plan: Vendors must conduct an assessment of the current system and propose a clear upgrade plan, including required equipment and implementation strategy.

  • Capacity & Efficiency: Proposed upgrades should significantly enhance system capacity (inverter size, battery backup, and solar panel wattage) to support critical loads with improved energy efficiency.
  • Quality of Equipment: Only reputable brands with proven performance and warranties (minimum 2 years) will be accepted.
  • Installation & Safety Standards: Installation must comply with industry safety standards and best practices, including proper mounting, cabling, and ventilation.
  • Monitoring & Support: Preference for systems with remote monitoring capability and vendors offering ongoing maintenance support.

Kindly note the following:

The consideration for the selection of vendors and service providers shall be determined by the following weighted measures:

  • Compliance with the conditions for registration.
    Alignment to product/service specifications.
  • Responsiveness of quoted prices/product cost.
  • The weights to be attached to the above measures shall be determined by PLAN Foundation Procurement Unit in line with internal standards and consideration.
  • PLAN Foundation assumes no responsibility for product/service cost, delivery/transport cost.

Eligibility for pre-qualification shall include the following:

  • Submission of Completed Vendor/supplier Registration Form
  • Presentation of Evidence of CAC Registration
  • Presentation of Evidence of Tax Clearance Certificate
  • Presentation of Company Profile
  • VAT is not paid.
  • Withholding Tax will be deducted as prescribed by the Government of Nigeria.
  • All products/services submitted must meet official Nigerian government standards.
  • PLAN Foundation reserves the right to change the above-specified quantities until the final awards are concluded.
  • Relationship with any PLAN Foundation staff or partner should be fully disclosed on the tender. This will not disqualify the bid in any form but will help avoid conflict of interest.

NOTE: Only shortlisted prospective vendors will be contacted for an interview.
The issuance of this invitation does not constitute an award of contract on the part of PLAN Foundation nor does it commit PLAN Foundation to pay for the costs incurred in the preparation and submission of a bid.

Terms of Contract/engagement shall be provided for and stipulated in the Contract Agreements to be executed following the award.

PLAN Foundation reserves the right to reject any bids received. The final award of any resultant contract will not be made until all the necessary internal procedures have been completed.
