PLAN Health Advocacy and Development Foundation (PLAN Foundation) has taken another important step toward improving the sexual and reproductive health of women and girls in Oyo State by convening a one-day advocacy meeting for education stakeholders on the Draft Unplanned Pregnancy and Unsafe Abortion Bill.

The meeting, held on December 11, 2025, at Academic Suites, Ibadan, was organized under the Accelerating Community Commitment Towards Expanding Sexual and Reproductive Health Services for Women and Girls in Oyo State (ACCESS) Project, with support from AmplifyChange.

The engagement brought together representatives from the Nigeria Union of Teachers (NUT), the State Universal Basic Education Board (SUBEB), the Teaching Service Commission (TESCOM), the Ministry of Education, youth-focused educators, the Association of Private School Teachers, and other key stakeholders in the education sector associated with unplanned pregnancy and unsafe abortion, particularly among young people, and to strengthen informed support for the proposed bill.

The meeting opened with participant registration and introductions, creating a welcoming environment that encouraged open dialogue and shared learning. In his welcome address, the Executive Director of PLAN Foundation highlighted the growing concern of unplanned pregnancy among adolescents and young adults in Oyo State. He stressed that educational institutions play a critical role in prevention through accurate information, life-skills education, and supportive school environments.

Discussions

The sessions were jointly facilitated by Dr. Stella Akinso, a public health and reproductive health specialist, and Barrister Awosemusi Modupe, a legal practitioner with extensive experience in legislative drafting and constitutional law.  Dr.  Akinso delivered detailed presentations on reproductive health and the serious health consequences of unsafe abortion. She explained how unsafe abortion continues to contribute significantly to maternal illness and death in Nigeria, affecting not only women but also families, communities, and the healthcare system. She also examined the rising rates of unplanned pregnancy among youths, linking the issue to gaps in comprehensive sexuality education, stigma, and limited access to youth-friendly health services.

Barrister Awosemusi Modupe guided participants through the constitutional and legal considerations of the Draft Unplanned Pregnancy and Unsafe Abortion Bill. She clarified the objectives of the bill and how it seeks to strengthen existing legal and health frameworks to protect women and girls. Her session addressed common misconceptions about abortion- related legislation and emphasized the importance of laws that prioritize public health, human rights, and social justice.

Another key session focused on the role of education stakeholders in promoting sexual and reproductive health and supporting the bill. Participants were encouraged to use their influence to provide accurate, age-appropriate information, challenge harmful myths, reduce stigma, and connect students with appropriate health services. The discussion also highlighted the importance of collaboration between schools, families, health providers, and policymakers.

Interactive Dialogue and Next Steps

The meeting concluded with an interactive plenary discussion, where participants shared perspectives, raised concerns, and explored practical strategies for advocacy within the education sector. Many participants expressed a stronger commitment to supporting policies and programs that address unplanned pregnancy and unsafe abortion in Oyo State.

PLAN Foundation reaffirmed its commitment to sustained advocacy, capacity building, and stakeholder engagement under the ACCESS Project. Through continued collaboration with education stakeholders and other partners, PLAN Foundation aims to contribute to safer, healthier futures for women, girls, and young people across Oyo State.
