REPORT ON 1-DAY PROJECT PLANNING AND IMPLEMENTATION TEAM MEETING AND VALUE CLARIFICATION TRAINING ON THE PREVENTION OF UNSAFE ABORTION AND PROVISION OF COMPREHENSIVE REPRODUCTIVE HEALTH EDUCATION AMONG SECONDARY SCHOOL STUDENTS IN OYO STATE HELD AT ACADEMY SUITES, OSOSAMI, IBADAN.

As part of its ongoing commitment to improving Sexual and Reproductive Health and Rights (SRHR) in Oyo State, PLAN Health Advocacy and Development Foundation (PLAN Foundation) convened a one-day Project Planning and Implementation Team (PPIT) Meeting alongside a Value Clarification Training session under the ACCESS Project.

The meeting brought together key stakeholders from the health, education, legislative, and faith-based sectors to strengthen collaboration and refine strategies aimed at preventing unsafe abortion and promoting comprehensive reproductive health education among secondary school students across the state.

Participants included representatives from the Oyo State Primary Health Care Board, the Oyo State House of Assembly, the Oyo State Ministry of Education, the Oyo State Ministry of Justice, the Federation of Muslim Women’s Associations in Nigeria (FOMWAN), and Parent-Teacher Associations (PTAs).

Five members of PLAN Foundation staff were also in attendance, providing technical coordination, facilitation support, and overall project oversight. Their participation, alongside other stakeholders, showed the importance of cross-sector collaboration. Addressing sexual and reproductive health challenges requires strong policies, institutional commitment, and active community engagement.

Technical Session

PLAN Foundation’s consultant, Dr. Stella Akinso opened the technical session by outlining its objectives and emphasizing the need for coordinated stakeholder action to address unsafe abortion, limited youth-friendly SRHR services, and persistent misinformation on reproductive health in Oyo State.

The session provided clear explanations of key Sexual and Reproductive Health (SRH) concepts, including reproductive health rights, unsafe abortion, sexually transmitted infections (STIs), adolescent SRH, and post-abortion care. Discussions focused on correcting misconceptions, promoting evidence-based approaches, and aligning interventions with public health standards.

Participants identified major barriers to accessing reproductive health services, including stigma, cultural and religious misconceptions, inadequate funding, weak referral systems, and a shortage of trained providers of youth-friendly SRHR services in the state. The importance of sustained stakeholder engagement was emphasized to strengthen policy support, increase resource allocation, and ensure sustainable, community-owned interventions.

Special attention was given to adolescents, highlighting the need for safe, accessible, and non-judgmental services to improve health outcomes and reduce preventable maternal morbidity and mortality.

Value Clarification Session

The Value Clarification session was a key highlight of the meeting. Participants examined the concept of values and reflected on their personal perceptions and attitudes toward SRHR. Through guided discussions and practical exercises, stakeholders explored how personal beliefs can influence professional responsibilities and service delivery.

The session reinforced that while values differ across individuals and communities, public health interventions must remain grounded in human rights principles, professional ethics, and evidence-based practices. By acknowledging and managing personal biases, stakeholders are better positioned to deliver inclusive, respectful, and equitable services.

Overview of ACCESS Project Phase I

The Project Manager of PLAN Health Advocacy and Development Foundation, Mrs. Leye Ojemuyiwa, presented an overview of activities implemented in the recently-concluded Phase I of the ACCESS Project. She highlighted key milestones, including the successful convening of a stakeholders’ consensus meeting and the organization of a three-day capacity-building workshop in November 2024 for teachers and healthcare workers. These efforts strengthened the delivery of Comprehensive Sexuality Education (CSE) and improved the provision of youth-friendly SRH services in a total of four intervention schools.

The project also trained 40 students as “iChoose” Peer Educators across four secondary schools, promoting peer-led education and advocacy. In addition, the project advanced policy and legislative engagement through collaboration with Oyo State House of Assembly toward the development of the Oyo State Unplanned Pregnancy and Unsafe Abortion (Prevention and Regulation) Bill, 2025.

Key achievements of Phase I include strengthened multi-sector partnerships, enhanced capacity of educators and healthcare providers, progress in legislative advocacy, expanded access to youth-friendly SRH services, and increased community dialogue on preventing unsafe abortion.

The session concluded with renewed stakeholder commitments to sustain collaboration, reinforce institutional support systems, and advance equitable access to comprehensive SRH services for adolescents and young people across Oyo State.

Conclusion

The one-day Project Planning and Implementation Team Meeting and Value Clarification Training reaffirmed the collective commitment of government institutions, educators, faith-based representatives, and policymakers to safeguarding the sexual and reproductive health rights of women and girls in Oyo State.

Through the ACCESS Project, PLAN Health Advocacy and Development Foundation continues to champion evidence-based advocacy, youth empowerment, and policy engagement ensuring that women and girls have access to accurate information, quality services, and supportive systems free from stigma, discrimination, and preventable harm.
