PLAN Foundation EMBASSY Project Harmonized Reports of Stakeholders Mapping and Baseline Survey
PLAN Health Advocacy and Development Foundation (PLAN Foundation) is implementing a 2-year project titled “Eliminating Multiple Barriers to Sexual and Reproductive Health Services among Young Girls and Women with Disabilities in Oyo State, Nigeria (EMBASSY) Project” in Oyo State, Nigeria with funding support from AmplifyChange from December 2023 to November 2025.
The project aims to establish a multi-stakeholder advocacy movement of government and non-state actors promoting access to inclusive and disability-friendly Sexual and Reproductive Health and Rights (SRHR) services among women with disabilities in Oyo State tagged EMBASSY Team.
Institutions covered by the survey include the Oyo State Ministry of Health, the Oyo State Ministry of Education, Science and Technology, the Oyo State Ministry of Women Affairs and Social Inclusion as well as the Oyo State Agency for Persons with Disabilities (OYSAPD), the Oyo State Primary Health Care Board and the Oyo State Hospitals Management Board. Institutions responsible for training healthcare workers reached include the Oyo State College of Nursing and Midwifery, the Oyo State College of Health Science and Technology as well as the Department of Nursing of the University of Ibadan, Ibadan. Non-state actors reached include groups of persons with disabilities under the umbrella of the Joint National Association of Persons with Disabilities (JONAPWD), Oyo State Chapter as well as print and broadcast media institutions in the State.
Led by the Project Working Group comprising key PLAN Foundation staff and representatives of the Joint National Association of Persons with Disabilities (JONAPWD), Oyo State Chapter as well as the representative of the Oyo State Agency for Persons with Disabilities (OYSAPD), the project engaged consultants to carry our in-depth baseline survey and mapping of key decision-makers, influencers and other stakeholders and policy-making processes that affect the access of women with disabilities to SRHR services in the State.
The reports of the baseline survey and mapping were presented at a Stakeholders Meeting to disseminate findings of the Baseline Survey and obtain feedback and suggestions on the implementation of the project at a meeting involving a total of 41 persons including 30 stakeholders, 3 facilitators, and 8 PWG members.
The baseline survey and mapping exercise veritable tools for monitoring the progress of the project and measuring its impact which is expected to result in improved access to sexual and reproductive health services among women with disabilities in Oyo State.

PLAN Health Advocacy and Development Foundation (PLAN Foundation), was the first independent support group for people with HIV (PHIV) in Oyo State in Southwestern Nigeria. It is on record that we had the opportunity to participate actively and notably in most of these processes.
